He shouldn't encourage it, he knows that; Eames is damned incorrigible without any encouragement. And Arthur definitely shouldn't use what he knows against Eames - that's just wrong. No matter what a pain in the ass Eames can sometimes be; no matter how much Eames seems to like it...
But it's hard to resist. Whenever they're in the middle of a petty argument, Arthur knows that a finger to his lips, a flick of his tongue can put the issue to rest. Even during a more serious fight, calling attention to his mouth can give Arthur the upper hand. And when he and Eames aren't at odds... Well. There isn't much that sucking on one of Eames's fingers won't get him. If anything.
Arthur's a pointman. He's used to using all of the tools available to him.
But beyond that, he's also pretty fascinated by Eames's oral fixation. If possible, he thinks that he's actually fixated by Eames's fixation. Now that he knows about it, nothing turns Arthur on faster than turning Eames on by doing no more than tugging at his lower lip, tracing the lines of Eames's palms with his tongue, or sucking on anything.
When Arthur's really pissed at Eames - and a distraction won't kill them - he smokes on a job. (It drives Eames crazy but he can't do anything about it.) When Eames has been really good, Arthur goes down on him for hours.
Maybe the more accurate thing to say is: Arthur shouldn't encourage them both. If this fixation between them escalates as much as violence tends to do when they're fueling one another's fire, there's no telling what might happen.
But then, fear of the unknown has never stopped them before.
